Technical Assistance II

- €0.4 million for Technical Assistance (TA) II, implemented by the consortium composed of GITEC-IGIP GmbH (Germany) and FUNBIO (Brazil).

Objective
The second phase of Technical Assistance continued the original specific objective of ensuring that the Fund-Based Financing System for Biodiversity Conservation in Mozambique (BIOFUND) possesses the procedures, processes and tools needed to effectively fulfill its financing mission.
The general objective remained: contributing to biodiversity conservation in Mozambique.
This second phase prioritized two key elements:
- Quality assurance in BIOFUND’s internal processes and in the local management of Conservation Areas (CAs);
- Implementation of an effective monitoring system.
One of the main results was the enhancement of the Strategic Plan as an institutional monitoring instrument, through the development of a Monitoring and Evaluation (M&E) Policy and Manual based on international best practices.
These documents defined three main objectives for BIOFUND’s monitoring:
- Ensure the achievement of objectives and targets of programmes and/or projects financed by BIOFUND;
- Comply with the requirements and commitments established with donors;
- Contribute to BIOFUND’s strategic pillars and objectives.
Main activities and Products
During Technical Assistance II, several actions were implemented to strengthen institutional capacity, project management and monitoring. Key achievements include:
- Development of institutional development indicators (framework, monitoring matrix);
- Participation in monitoring training for environmental funds;
- Launch of the initial timesheet model for BIOFUND staff;
- Creation of BIOFUND’s virtual library;
- Operationalisation of a system for internal process management;
- Development of BIOFUND’s cost base.
