Technical Assistance I

Within the scope of financial support from German Cooperation, through the KfW Development Bank, €10 million were allocated to the Foundation for the Conservation of Biodiversity (BIOFUND).

The financing was structured in two parts:

  • Part 1: €9 million for the capitalization of BIOFUND’s endowment fund, with a portion maintained in a hybrid fund;
  • Part 2: €1 million allocated to the hiring of an Implementation Consultant to strengthen the management of Conservation Areas (CAs), implemented by the consortium formed by GITEC Consult GmbH (Germany), Verde Azul Consult Ltd. (Mozambique) and FUNBIO (Brazil).

Duration: March 2016 to September 2017

Objective

The main objective of the project was to strengthen the processes and instruments of the fund-based financing system for biodiversity conservation in Mozambique, ensuring that BIOFUND has the necessary procedures and tools to fulfill its financing mission.

Project Components

The project was structured into three main components:

Optimization of BIOFUND’s processes and instruments

Focused on improving internal procedures, developing the General Operational Manual (BIOFUND OPM) and training funding beneficiaries.

Development of Conservation Areas (CAs) management capacity

Assessment of CAs’ administrative capacity, development of financial management tools and training for accountants and park administrators.

Development of new planning instruments

Preparation of management plans for Limpopo National Park, Malhazine Reserve and the Tchuma Tchato region.

Components 1 and 2 were under the responsibility of GITEC and FUNBIO, while Component 3 was led by Verde Azul.

Main Activities and Products

Component 1

  • Development of the General Operational Manual of BIOFUND (MOP BIOFUND) and its annexes (Beneficiary Selection Manual and Project Disbursement Execution Manual), consolidating the institution’s operational structure;
  • Update of the BIOFUND Strategic Plan (2018–2022);
  • Development of a Monitoring and Evaluation System for Beneficiaries;
  • Exchange visit to Brazil for experience sharing between BIOFUND and FUNBIO.

Component 2

  • Assessment of the financial and administrative capacity of CAs and capacity building for planning, requesting, executing and monitoring financial resources;
  • Training for park administrators and ANAC staff in project proposal development for external resource mobilisation;
  • Development of standardised management and business plan models for CAs.

Component 3

  • Preparation and review of the Limpopo National Park Management Plan;
  • Preparation of the first Management Plan for the Malhazine Reserve;
  • Production of an Analytical Document on the Current Situation and Strategic Options for Tchuma Tchato.
