The CLCR is part of the Mozambique Connectivity and Coastal Resilience Compact (Compact II), an initiative of the Government of Mozambique in partnership with the Government of the United States of America through the Millennium Challenge Corporation (MCC), which aims to promote inclusive economic growth, strengthen coastal resilience and improve the sustainable management of natural resources.
Implemented between 2024 and 2032, the project operates in the Zambézia+ region, covering coastal, marine and terrestrial areas across the provinces of Zambézia, Sofala and Nampula. The project seeks to unlock the region’s economic potential through four strategic pillars, namely mining, fisheries and coastal livelihoods, wildlife economy, and Land Tenure and Community Governance. By strengthening governance in these sectors CLCR aims to reconcile economic development with biodiversity conservation and the well-being of local communities.
Under CLCR, BIOFUND coordinates the implementation of the project’s four strategic pillars, supports institutional capacity strengthening, facilitates collaboration among public entities, and mobilizes private investment to promote an economy based on the sustainable use of natural capital.
With a budget of USD 100 million, CLCR will contribute to strengthening natural resource governance, restoring ecosystems, increasing sustainable investment, enhancing local value chains, improving community livelihoods, and promoting biodiversity conservation as a driver of economic development.
