The CI/APAIPS Project was created to ensure stable annual funding for the Environmental Protection Area of the Primeiras and Segundas Islands (APAIPS), which spans the provinces of Nampula and Zambézia. Operational since 2019, it is based on revenue generated from a USD 1 million contribution by Conservation International to BIOFUND’s endowment.
The project provides an average annual budget of USD 35,000, supporting the establishment and basic operations of APAIPS, with emphasis on coordination with local communities and collaboration with extractive companies operating in the region. It is implemented in close partnership with the National Administration of Conservation Areas (ANAC), World Wildlife Fund (WWF), and Conservation International (CI).

Through this project, APAIPS has achieved significant progress in law enforcement, ecological restoration, and community awareness. More than 1,000 fishers have been sensitized, and several illegal fishing gears confiscated. Marine turtle monitoring recorded around 300 hatchlings of the green turtle (Chelonia mydas) on Njovo and Caldeira Islands.

As part of ecological restoration, over 5 hectares of mangrove were replanted with active participation of more than 160 community members, and satellite tagging of marine turtles was conducted on Murudo beach.

Additionally, 229 community awareness sessions were held across Angoche, Larde, Moma, and Pebane districts, complemented by educational materials such as radio dramas and spots addressing environmental conservation, harmful fishing bans, and sustainable mangrove management.
Regarding solid waste management, 23 campaigns were conducted, resulting in the collection of approximately 430 kg of waste, with the active involvement of over 40 community agents.
These activities were co-financed through the State Budget, the PROMOVE Biodiversity Programme (EU funding), and the MozNorte Project (World Bank funding).

Main Activities Carried Out in 2025

The operation of APAIPS was ensured through the coverage of essential operational costs, including the rental of the administration residence, procurement of fuel, maintenance of equipment, provision of rations for rangers, and communication expenses, among others.

In ecosystem restoration, mangrove seedlings were planted over a total area of 40 hectares, including 28 hectares of Avicennia marina, 11 hectares of Ceriops tagal, and 1 hectare of Rhizophora mucronata. This activity was implemented in coordination with CCPs, CGRNs, and community associations in the district of Larde.

Under environmental education, 16 awareness-raising actions were carried out targeting local communities, focusing on the sustainable use of natural resources and the importance of forest conservation.

A total of 116 fishers were also sensitised, including 25 in the district of Angoche and 91 in the Natural and Integral Reserves (RNI) of Ilha de Mafamede and Pugapuga. The sessions addressed sustainable fishing practices, including the impacts of using illegal nets, explosives, and poisons, as well as the identification of prohibited fishing zones and the ban on trawling.

Within the scope of sustainable livelihoods, 34 beekeepers were trained in the community of Quelelene and 49 in the community of Pulizica. As a result, 20 beehives were installed in Quelelene and 30 in Pulizica, strengthening beekeeping as a sustainable income-generating alternative.

These activities were co-financed through revenues from the BIOFUND endowment, the PROMOVE Biodiversity programme (European Union funding), MozNorte (World Bank funding), and Local Government funds.
